Health For All Collective Launch

Health is a state of complete mental and physical well-being. Therefore, by definition, health represents a broad spectrum of elements that must align to ensure well-being of the individual

Given the scope of existing challenges, they cannot be addressed at the tertiary care level alone. Primary Healthcare (PHC) is the only cost-effective and equitable solution to solve these issues.

Our notion of PHC as “poor healthcare for poor people” is vastly misguided. PHC is the first step in achieving Universal Healthcare Coverage (UHC).  Without healthcare coverage for the Pakistani population, we will not be able to address or improve healthcare outcomes.

Quality Primary Healthcare (qPHC) builds on this concept, by including health promotion, disease prevention and community engagement as part of the service model. This aligns with WHO’s vision for Primary Healthcare services in the 21st century.

What we aim to do?

HFAC aims to tackle Pakistan’s public health crisis by promoting quality healthcare based on the WHO’s DCP-3 model, shifting focus from tertiary care to Primary Healthcare. Through advocacy and partnerships with public and private sectors, the collective seeks to standardize Primary Care centers and advance health equity nationwide.

Public Private Partnerships

HFAC provides a common platform for work by establishing Public-Private Partnerships (PPPs) with Provincial and Federal Governments in Pakistan. 

This ensures we are working with all relevant stakeholders simultaneously for the implementation of projects, piloting of key interventions and towards addressing key healthcare challenges that prevail at a population level.

Quality Primary Healthcare

Primary Healthcare, as traditionally understood and implemented in Pakistan, falls short of addressing population healthcare needs and challenges. A broader vision of these services, “quality Primary Healthcare” or “qPHC” outlines WHO best practices and evidence-based Disease Control Priorities to create a paradigm shift in care. 

By viewing care as a spectrum that includes services at healthcare facilities, in the community and as part of various inter-sectoral services, qPHC aims to address the broad determinants of health and healthcare services simultaneously.

Health Education

By focusing on health education at the individual, community and national level we aim to increase Pakistan’s understanding of the determinants of health.

Similarly, healthcare providers in Pakistan are trained at tertiary care facilities and are not fully oriented to care delivery at the primary healthcare (PHC) level. By creating specialized training, orientation sessions and manuals for these personnel, we aim to align them completely with qPHC requirements.

Collaborative Approach

The collective, as its name implies, understands that the challenges in the healthcare dynamics of Pakistan are vast and complex. 

The prevailing Public Health crisis can only be addressed via a collaborative approach that leverages the strengths of each member organization. Through the collective, we are able to tackle challenges at District level or higher for easier replication across Pakistan and beyond.

Since its inception, the collective has already launched several projects with partners including:

Public-Private Partnerships

  • PMDC & Primary Healthcare
    • In conjunction with the Pakistan Medical and Dental College (PMDC) and the World Health Organization (WHO), HFAC aims to create a robust network of primary care provision with the involvement of Public and Private medical schools in the country. The PMDC will require each facility to update their curricula to include Family Medicine as a rotation but also to create primary care centers for their respective catchment areas.

Primary Healthcare Facility Development

  • Mansehra qPHC project
    • Set in the district of Mansehra at Reerh Gala, this is the flagship project of HFAC.
    • The project is a partnership between four organizations to create a quality Primary Healthcare (qPHC) project that focuses on preventative and clinical care.
  • Tofkian qPHC
    • The facility at UC Tofkian represents a model facility that is being developed from the ground up solely by HFAC. The facility aims to incorporate the Disease Control Priorities (DCP-3) model of care for the local population. This will incorporate community engagement, clinical services and intersectoral development services under one umbrella. Health For All Collective is modeling and reviewing successes from partner projects to refine processes for this facility.
  • Khanewal PHC facility:
    • Utilizing telemedicine via partners Sehat Kahani to improve care provision at existing JOBS Group facility at Khanewal. The project aims to test telemedicine in the primary care set up for Pakistan and test a remote model for care provision with partners. This model will allow sites with difficult access for doctors to provide similar care services as sites with on ground physician teams.

Pakistan Mental Health Observatory

  • PMHO website:
    • The PMHO is a shared project between members of HFAC as well as the Pakistan Mental Health Coalition. The observatory aims to create a repository of mental health related academic papers, research and resources in Pakistan. The observatory will create an avenue us to facilitate researchers and provide a clear overview on the state of mental health in Pakistan.
